In-app notification for new version, change expense line employee, and expense location support

What's New:

• In-app notifications when a new version is available for download
• Ability to change the assigned employee on an expense entry line
• Location dropdown now shows your company's custom-defined locations.  Learn more about setting up expense locations here. 

Bug Fixes:

• Fixed mileage rate display issue - rates now show correctly (previously appeared as zero)
• Fixed submission behavior for credit card expenses - now follows company configuration for optional receipts (previously blocked submission when receipts were configured as optional)
